An EN of 3 is nice for the implants (the DT one is good, LU is always nice, and you can add on ST as the third as a stat where a little boost can benefit any build at least somewhat), but that's about as much you need apart from some perks. Both are used only to meet perk requirements. Are you a hoarder or prefer to play instead of spending half of the game time looking through corpses and containers? Because the former needs some ST to carry all the junk while the latter is happy with CH+IN for those sweet low prices with barter. Do you want to focus on one weapon type and use combat or do you want to be more diplomatic? Then raise that IN so you have enough points to make sure you can convince anyone about anything. Do you want to avoid combat for the loads of speech challenge XP? Don't even think under 6 CH, but 10 can be a great early boost with good natured trait.

Do you want to sneak a lot? Then moderate AG is needed (although a sneaky build without weapon choice is almost purely a question of perks and skills), and tons of IN to reach sneak 80 ASAP. DO you want to have fast or slow but heavy-hitting weapons (regardless of category)? Former needs at least 8 LU, latter needs none. Do you want to use melee/unarmed? Go for 6-7 ST. As the title points out I used a few mods at one point and it managed to mess up my game a little bit by letting me find special weapons such as mercy or that machine in metal boxes.
